Bannon's full of it, as usual. That's not the way H1B works. Pay has to be the higher of either an externally measured "prevailing wage" or the average amount paid to other employees preforming similar work. If the employer terminates them, it has to pay their way back home if the employee doesn't find another sponsor. There's a lot of expense and hoop-jumping involved with H1B people. If an employer could easily hire somebody from a competitor down the street, they'd do it.
That's very true. But it still stands that they're still much more heavily tied to the employer sponsoring them and can't as easily cut ties and move to along to better opportunities. I think this benefits employers in that they wield more control over these employees than non-H1Bs
Correct me if I'm wrong, but that's how I understand it anyway. At least in relation to that shit bag Musk and his likely motives.

Progressives like Sanders have criticized the H-1B program for years, saying it offers tech companies a way to undercut U.S.-born workers by paying below-market rates.
In a 2020 paper on the system, the left-leaning Economic Policy Institute described it as an important but “deeply flawed” program for attracting skilled workers, saying it enables U.S. companies to “legally underpay” foreign workers relative to their U.S. counterparts.
Although the program is meant to help employers find workers with specialized skills, the authors of that report found the largest employers used it “to fill a very large number of routine positions that require relatively little experience and ordinary skills.”
Sanders criticized Tesla’s reliance on the program, pointing out that the car manufacturer slashed some of its U.S. workforce last year.
“If there really is a shortage of skilled tech workers in America, then why did Tesla lay-off over 7,500 American workers … while being approved to employ thousands of H-1B guest workers?” he said in a statement.

Former CNN host Don Lemon mocked Donald Trump supporters over what he called a “MAGA civil war” that’s now erupting over immigration.
While many Trump voters were drawn to his hardline approach to immigration, the president-elect this weekend came out in favor of the H-1B visas for skilled foreign workers that are especially common in the tech industry.
Meanwhile, other migrant workers could face deportation ― hurting the agricultural industry in particular.
“Some farmers say without these workers they have about two days that they can run their farms,” Lemon said on his YouTube channel. “And then after that, it’s over.”
But he didn’t have much sympathy for the Trump fans angry over the bait-and-switch on immigration.
“Now you’re finding out, you dumb fucking idiots,” Lemon said. “Now you’re just figuring this shit out. You’re so fucking stupid, and you deserve it, and you fucking deserve it because you’re so dumb.”
Lemon admitted he was gloating.
“You were taken,” he said. “You have been co-opted because you’re in a fucking cult and you don’t even realize it because you have stupid MAGA brain and you don’t get it.”
Trump had in the past called H-1B visas “very bad” and “unfair” for U.S. workers.
But after billionaire allies Elon Musk and Vivek Ramaswamy spoke out in favor of the visas, Trump over the weekend called himself “a believer in H-1B” and praised it as a “great program.”
President Musk wins again.
