I'm GUESSING that he meant a sump and forgot the word. "reverse bathtub" is a sorta accurate description of a sump and nature (gravity and fluid dynamics) does always win.

While it's possible that a reverse bathtub is a real thing, people on the internet were deeply baffled as to what Trump might be referring to.
