It's not located at the Travel Plaza. It's on private property BEFORE the Travel Plaza exit. (going south, I think)
I couldn't link the website, so hopefully here you can see for yourself: vaflaggers.blogspot.com, or type in Confederate flag on I-81; that's how I found it.
