There also will be legal challenges. "We are going to court as soon as possible," said Sarah Preston with the American Civil Liberties Union in North Carolina.

Missed it. Sorry. But the point is, most people don't see the parts their fellow peers are peeing with in a stall. So the law requires that person to go into the women's room and spook all the ladies, whereas s/he could go into the mens room and nobody would notice. Yes, I would agree. I think their point is that restrooms are clearly signed MEN and WOMEN (or LADIES). A man dressed as a woman is not a woman, a woman dressed as a man is not a man, despite outside appearances and/or surgical alterations.
