The bill's introduction got this article and TV news (just came on this minute ) whereas a press release might not have. I suspect that this was requested by butthurt prohibitionist NC or even national LEOs as part of their denial of having been America-harming fascists for decades. Well, we can start with recognizing that most teens don't have a "drug problem," but by the time they're in grade 12 46% acknowledge having "illicit drugs" at least once - somewhere around 80% of that being weed. So one question for the researchers would be "what is different among the drug users and the non-drug users?
Generally, teens will do what their group sees as cool, and won't do things that are uncool. Anything that parents and teachers wag their fingers and say "don't do" is automatically cool.
Scare tactics rarely work, with the possible exception being if a kid's close friend dies. That even includes scare tactics related to the real danger of unknown or unexpected fentanyl.
If you can figure out how to keep teens from driving fast, jumping off waterfalls, going out with "bad boys", hanging out with sketchy people at a warehouse party in a scroungy section of town, and other risky behaviour, you'll know how to keep them off drugs.
