China, India, South Africa and Pakistan were among the 35 abstaining from Wednesday’s vote....

I'm confused about what's still subject to Senate filibuster and what isn't.
Budget matters originate in the House, go to the Senate and are filibustered. They then can pass through reconciliation with 51 votes. If we didn't have it we'd have terminal government shutdown.

The two Chechen Wars were especially nasty and brutal. Does the author discuss how the first (?) one began with terror bombings of apartment blocks in Moscow (?) that many suspect were really false flag ops engineered by Putin? Putin reportedly tried the same thing in the now annexed provinces in order to justify the Ukraine invasion, but was called out by Ukraine before he could get away with it. It's sad that Chechen forces are now fighting with Russia and are supposedly some of the worst war criminals on the battlefield.

Haven't gotten that far yet. It's basically a book about the dudes personal experiences. Very blatantly anti-war book as the dude talks about how he and his friends didnt even know why they were there most of the time.
