As far as I know, the Secretary of Defense, who now goes by, guess what.....a different name.....has the authority to rename military installations so no law has been broken. As for the Kennedy Center, its charter does not address changing its name and gives no provision for doing so. Congress established it and Congress has the ability to change or amend that charter; trump does not have this power.

There was, and is, not equivalent support for trump putting his name on the Kennedy Center. And, as Vrede noted, trump does not have the authority to do what he did.
