In regards to the shooting of Renee Good, what's the usual investigative process when events like that unfold? I've read that the DHS is handing the investigation over to the FBI and refusing to share evidence with Minnesota law enforcement.

Is this normal? It appears it isn't.

That's a near exact match to what's happened in Minnesota. I'm citing this to show that sharing investigative material between federal and local officials even when an incident only involved a federal official is the norm, not the exception.
