There was multinational monitoring of the nuke agreement.

Over 15 years, Iran would reduce its stockpile of low-enriched uranium by 97%, from 10,000 kg to 300 kg,[56][43][57][58][59] and limit enrichment to 3.67%, sufficient for civilian nuclear power and research, but not for weaponry.[57][58][60] This represented a "major decline" in Iran's nuclear activity. Iran initially possessed centrifuges sufficient for one nuclear weapon, but not for nuclear power.[62] Over ten years, Iran would secure over two-thirds of its centrifuges in storage, reducing active units to 6,104 centrifuges, with only 5,060 allowed to enrich uranium.[43][57] Enrichment would be restricted to the Natanz plant.
